1 micron is the margin between short channel and long channel devices. If the channel length goes below 1 micron, then the second order effects( Velocity Saturation, Threshold Voltage Variations and Hot Carrier Effects etc) will be more.
There is NO exact separation between the two. Niayz ans is good one.Also, if a device is more than 1um and operated with higher voltage, it will suffer from short channel effect.
